Inside Airbnb would sincerely like to thank Willamette Week reporter Anna Walters for collaborating around creating the Inside Airbnb data and site for Portland. In addition to some great reporting, Anna contributed many hours verifying, cleansing and analyzing the data, advising on neighborhoods, the law in Portland for short-term rentals and much local knowledge.
Southeast Uplift is a consortium of 20 neighborhood associations active in the dialog about short-term rentals.
Portland City Ordinance 186976, effective February 13, 2015, amends the Portland Zoning Code Section 33.207 on Accessory Short-Term Rentals.
The city says "It's not housemates, it's not subletting", and that the "word 'accessory' in the title emphasizes that the primary use of the residential dwelling is long term occupancy, and only a part of the dwelling unit is used for short-term rental purposes."

Airbnb also provides information to its hosts about Zoning Laws, Business License & Registration, Taxes and Other Rules in Portland, Oregon.
Inside Airbnb data for Portland Airbnb listings can be used to find hosts that are renting out their "Entire home or apartment", with a calendar highly available with frequent reviews to highlight Airbnb listings which might not be complying with the residency requirement of the law.
Also, multiple-listings by the same hosts can identify Airbnb hosts that are renting out a dwelling while not being a permanent resident; or building owners that may be renting out more than 25% of a multi-dwelling building.
In addition, the data for Portland Airbnb listings inludes permit numbers for each listing (latest analysis at 9/2/2015 shows only 11% of listings have posted a Permit number).
A conservative occupancy model has been built in order to estimate Occupancy Rates, Income per Month and Nights per Year. More information on the methodolgy of the occupancy model can be found in the disclaimers.

How is Airbnb really being used in and affecting your neighborhoods?
Airbnb guests may leave a review after their stay, and these can be used as an indicator of airbnb activity.
The minimum stay, price and number of reviews have been used to estimate the occupancy rate, the number of nights per year and the income per month for each listing.
How does the income from Airbnb compare to a long-term lease?
Do the number of nights booked per year make it impossible for a listing to be used for residential housing?
And what is renting to a tourist full-time rather than a resident doing to our neighborhoods and cities?
An Airbnb host can setup a calendar for their listing so that it is only available for a few days or weeks a year.
Other listings are available all year round (except for when it is already booked).
Entire homes or apartments highly available year-round for tourists, probably don't have the owner present, could be illegal, and more importantly, are displacing residents.
Some Airbnb hosts have multiple listings.
A host may list separate rooms in the same apartment, or multiple apartments or homes available in their entirity.
Hosts with multiple listings are more likely to be running a business, are unlikely to be living in the property, and in violation of most short term rental laws designed to protect residential housing.
